Fiscal court gives final OK for distilleries’ industrial revenue bonds

Tuesday, Nov. 21, 2017 — Nelson Fiscal Court gave final approval for industrial revenue bonds for the construction projects at Lux Row Distillers and Heaven Hill Brands.

The bands for Heaven Hill are for the ongoing construction of rickhouses out on US31E between Cox’s Creek and High Grove. The bonds for Lux Row are for the construction of the new distillery and related facilities at the site off Filiatreau Lane.

JAIL DISCUSSION. During Jailer Dorcas Figg’s jail report, Judge Executive Dean Watts and the magistrates discussed the number of inmates the county jail holds and the need for a new jail.

Oldham County is opening a new, larger jail that will hold hundreds of prisoners, Watts explained. The new jail was designed with the anticipation of the facility holding state and federal prisoners. Those prisoners generate payments to the jail, and Watts explained the jail was built with the intent of housing these prisoners.

Figg reviewed the changes in the jail population numbers over time. Watts warned against planning a new jail based on collecting funds from state and federal prisoners.

“Its worked for them, but I’m not sure that’s a model that we want follow,” he said.

At a recent joint meeting of the Bardstown City Council and Nelson Fiscal Court, Watts said building a new jail is one of the county’s future needs.

HOLIDAY GARBAGE COLLECTION. The county’s garbage pickup will be delayed one day due to the Thanksgiving holiday.

Thursday’s garbage will be collected Friday, and Friday’s garbage routes will run Saturday. Residents are asked to get their garbage out by 7 a.m. each day.

Landfill manager Brad Spalding told the court that the 2018 county landfill passes will be included in the December garbage bills.  The passes are for two free pickup truck loads at the county landfill. Residents should be looking for the passes in the mail and not throw them away.

In other business, the court:

— heard that county government will be closed Monday and Tuesday, Dec. 25 and 26, and Monday, Jan. 1, 2018.

— approved re-appointing Austin Weller to the city-county joint ethics board.

— approved a bond for the Nelson County Sheriff to cover funds advanced to his office for operating expenses.
