Plan seeks to turn old Cox’s Creek school into 100-person drug rehabilitation center

The former Cox’s Creek Elementary School building was last used by Bardstown City Schools for its alternative school program.

Tuesday, July 24, 2018 (corrected public hearing time, 4:11 p.m.) — The owner of the old Cox’s Creek Elementary School, 6855 Old Louisville Road, has applied for a permit to allow the facility to be used as a state-licensed Chemical Dependency Rehab Center.

According to the application for a conditional use permit filed by Equity Trust Co, FBO Rose Ann Downs, applicant, and co-applicant Astra Real Estate LLC/ Dr. Muhammad Wasim Sajid, if approved, the plan is to use the facility to house up to 100 rehab patients at the former elementary school building.

The state-licensed facility will comply with all state and local regulations governing such facilities, the application states.

The site will have onsite security personnel as well as video security and secured entrances, the application states. The building sits on a six-acre tract, part of which will be used for recreational therapy for residents.

The exterior of the building will not change, and the owner promises that repairs to the existing parking areas and driveways will be completed to meet standards.

If approved, the current property owner has asked that the conditional use permit transfer with the deed when the property is sold.

Dr. Muhammad Wasim Sajid is a board-certified psychiatrist whose practice has served adult and adolescent patients since 1993. He served several years as medical director at Lincoln Trail Behavioral Health System in Hardin County. He is also the owner of Astra Behavorial Health LLC.

NEXT UP. A public hearing on the conditional use permit before the Nelson County Board of Adjustments is scheduled for 10 a.m. Thursday, Aug. 9, 2018, in the Fiscal Court meeting room on the second floor of the Old Courthouse. This will be the only opportunity for the public to have input or ask questions about the plans for the facility.
