Council approves ‘Bourbon Capital’ paint scheme for Louisville Road water tank

Tuesday, April 23, 2019 — The Bardstown City Council approved a bid to repaint the city’s water tower on the west side of Louisville Road just south of Nazareth using the city’s new logo and a unique “Bourbon Capital of the World” paint scheme.

Due to the tank’s high profile location, the tank’s paint scheme will include what will simulate liquid bourbon on the side of the tank, along with the city’s new logo design.

Heaton talks with City Attorney Audrey Haydon prior to the start of Tuesday’s council meeting.

The city received only a single bid from Currens Construction Co. of $364,000 to paint the tank. The addition of the logo and design will add an additional $10,000 to the cost.

City Engineer Jessica Filiatreau said the paint for the new design is guaranteed not to chalk or fade for 15 years. The tank was last painted in 2003, she said.

BUDGET AMENDMENT. The council held first reading on a budget amendment that resolves the differences in revenue and expenses in the 2018-19 fiscal year budget. The budget must be balanced before the end of the fiscal year on June 30, 2019.

The council will give its final approval of the amendment at its next regular council meeting.

NATIONAL BOURBON DAY. A request to close a number of city streets for National Bourbon Day for the Bourbon City Street Concert on June 15, 2019, was put on a temporary hold until the council hears that affected businesses are aware of the closures.

The request from Randi Mouser, Mainstreet executive director, includes a request to close the first two blocks of North Third Street from the Court Square to Broadway; and then half a block of East Flaget and West Flaget Avenue.

The request asks to close the streets beginning at 10 a.m. through 1 a.m. for the street concert. Several members of the council wanted confirmation that businesses downtown are aware of the street closures, which will affect their businesses.

Distillery truck traffic was another concern. City Engineer Jessica Filiatreau noted that Barton’s 1792 Distillery has a great deal of truck traffic between its distillery and its facility on Withrow Court. Those trucks travel North Third Street, even on Saturday mornings, she said.

The request will be addressed again at a future council meeting.

In other business, the council:

— approved a mobile food vendor request from Juanito’s Street Tacos of New Haven.

— approved two appointments to the joint city-county airport board. David Mattingly was appointed to a two-year term, and Dustin McCoy was appointed to a four-year term.

— witnessed Mayor Dick Heaton administer the oath of office to the city’s new police officer, James Adams.

— accepted the E-911 budget as presented.

— approved the recommendations forwarded from the Historic Review Board.
