A.R. Boots Edwards presented a history of the POW/MIA Flag. The origin goes back to 1971 when the wife of a MIA serviceman recognized a need for a symbol for the POW/MIAs. The design chosen shows a silhouette of a man’s head with barbed wire and a watchtower in the background. Below the design, the flag bears the motto “You Are Not Forgotten.” In 1990, the 101st Congress officially recognized the POW/MIA flag. The flag has flown over the White House continually since 1982 and over the Capitol rotunda. Locations for the POW/MIA flag are The White House, The Capitol, The Korean War Veterans Memorial, The Vietnam Veterans Memorial, The World War ll Memorial, each national cemetery. It is also flown at each military installation, United States Postal Service. Approximately 89,000 servicemen remain missing from all American wars since World War ll.
