Nelson Fiscal Court OKs 4-H shooting sports club’s use of county-owned quarry

Tuesday, Dec. 16, 2014, 11:45 p.m. — Nelson Fiscal Court approved an agreement that will allow the 4-H Shooting Sports club to use the county old rock quarry on Quarry Lane.

The agreement has been in the works for several months. Nearby residents had noise concerns about when the facility would be used. Via the agreement, the club is limited to using the facility Monday through Saturday from 9 a.m. to 30 minutes before sunset.

The club teaches Nelson County 4-H youth the proper use and handling of firearms, including black powder rifles, shotgun and .22 rifles. The agreement allows the group to host competitions at the facility. The quarry is also used for law enforcement training, and any shooting club use cannot conflict with police training.

HVAC INSPECTION CHANGES. Roger Banks, a member of the HVAC division of the state’s department of housing, building and construction, explained to the court the scope of changes taking place in the state’s HVAC residential inspection program.

Residential HVAC ductwork will now be required to be pressure tested as part of the inspection process. The regulation has been part of the state’s energy code for several years, but fully implementation was delayed to allow time for contractors to acquire the equipment necessary to conduct the testing.

The goal of the pressure testing is to simply certify that the ductwork is operating a maximum efficiency. Banks’ presentation was informational, there was no vote by fiscal court.

COURTHOUSE HVAC UPDATE. The court unanimously approved the Administrative Office of the Court’s (AOC) plans to upgrade the heating and cooling control software at the Nelson County Justice Center.

The existing software was based on the Windows XP operating system and is obsolete. The new system the AOC wants to install can be controlled remotely via the Web.

HOLIDAY GARAGE PICKUP. Landfill manager Brad Spalding told the court there will be no county garbage pickup on Christmas Day. Thursday’s garbage will be picked up on day later, and the routes will run on Saturday. Customers are asked to get their garbage out as early as possible due to route changes on those two days.

CLERKS’ HOLIDAY SCHEDULE. The Nelson County Clerk’s Office will be open half a day Christmas Eve, and will close Christmas Day and the day after. The offices will be closed Jan. 1 and 2.

In other business the court:

— appointed Adam Wheatley and Therese Johnson to the Nelson County Extension District Board;

— appointed Austin Weller to the Joint City County Ethics Board.
