Magistrates get first official look at county landfill’s expansion plan

Tuesday, Jan. 6, 2015, 11:30 a.m. — Nelson Fiscal Court got its first official look at early plans to expand the county-owned landfill on Airport Road.

Landfill Manager Brad Spalding told the court the 40.8 acre expansion will add 40 to 50 years of service to the existing landfill. Future recycling efforts may extend its service life beyond that, he said.

Spalding provided the court with a timeline, and called the expansion a five-year project. The actual design of the landfill expansion is 75 percent complete, he said. Gaining state approval is a lengthy and detailed process that will include a public hearing.

The expansion encompasses land the county already owns at the landfill, Judge Executive Dean Watts told the magistrates. The expansion areas on on the east and west sides of the existing landfill.

Watts said that as part of the expansion, he would like to see a larger sewer line installed from the landfill to the treatment plant in order to accommodate homeowners who wished to hook up to it. Currently, the landfill has a line that runs directly from the site to the sewage treatment plant.

COUNTY CLERK BUDGET. Nelson County Clerk Elaine Filiatreau submitted her 2015 budget to the court, with Watts noting the office is budgeting less in some vehicle tax receipts.

Filiatreau explained the lower figure represents the impact of a new state law allows vehicle buyers to get credit on the 6 percent motor vehicle usage tax for the value of their trade-in vehicle. The law went into effect July 1.

If an individual buys a $30,000 vehicle and has a $10,000 trade-in, the motor vehicle usage tax is based on the difference — $20,000.
