Council finalizes Itsuwa KY deal; discusses agenda, meeting procedures

Wednesday, March 11, 2015, 1 a.m. — The Bardstown City Council took action that will finalize Itsuwa KY’s purchase of land in the Wilson Industrial Park for the facility it plans to build.

The council gave Mayor John Royalty the authority to finalize the documents for the sale. The council also unanimously approved a five-year tax moratorium on the building and grounds to be built by Itsuwa KY.

Councilman Francis Lydian discusses suggested changes to the municipal order regulating the city council meeting procedures.

COUNCIL PROCEDURE DISCUSSION. Councilman Francis Lydian asked the council to consider changes to its municipal order on meetings in order to allow the mayor or council members to enter into a discussion with the public during the public input phase.
Lydian was critical of the statements Councilman Bill Buckman had read at past council meetings that public input had to pertain to city business. Buckman told Lydian what he read was in harmony with the municipal order on procedures.

“Councilman Buckman, you haven’t done your homework,” Lydian said. “You aren’t supposed to make announcements to the public, the presiding officer is.”

Several members of the council told Lydian they would like to see the proposal in writing before considering it. Lydian said that would be no problem.

Councilman Roland Williams told the council he would like to see council agendas include recognition of individuals and groups who visit the meetings.

In other business, the council:

— received a report that the city public works department was throwing out bids received for a wash bay addition in order to clarify the specifications.

— approved Historic Review Board recommendations for a new garage door at 117 W. Broadway Ave. and new signage at 306 N. 4th St., 123 N. Third St., and 315 N. Third St. The council also approved a recommendation for a retaining wall and fencing for a home at 502 North Third St.

— approved Design Review Board recommendations for a building addition at 602 Bloomfield Rd, and 9,00 square-foot warehouse proposed for South Salem Drive.

— approved the following reappointments: Martin Carpenter and Mark Mathis to four-year terms on the Bardstown Board of Adjustments; Mark Mathis to a four-year term on the Joint City-County Planning & Zoning Commission; Clara Mackin Fulkerson to a 1-year term on the Wickland Board; and Guthrie McKay to a three-year term on the Cable TV programming committee.
