Blood-borne pathogen training requirement OK’d for tattoo parlors

Tuesday, June 23, 2015, 11:30 a.m. — Nelson Fiscal Court gave final approval Tuesday morning of an ordinance that will require businesses that provide skin piercing or tattoo services to undergo blood-borne pathogen training.
Meeting in regular session, the court unanimously approved an ordinance Judge Executive Dean Watts called a “no-brainer.”
The ordinance requires employees of such businesses to undergo training provided by the Lincoln Trail Health Department. The health department will handle inspections and enforcement of the ordinance.
GRANT APPLICATION. The court approved a request from Nelson County EMS Director Joe Prewitt to apply for grants from the Kentucky Office of Homeland Security.
If approved, the grants will be applied to three projects:
- adding two cot lifts to existing EMS ambulances. EMS has one equipped ambulance;
- purchase of additional Kenwood NEXEDGE VHF radio equipment so EMS can complete the transition to digital;
- purchase two replacement weather warning sirens. Unlike the existing sirens that use an electric motor to turn, the new sirens have no moving parts. The mechanical sirens require maintenance.
TAX MORATORIUM. The court approved a property tax moratorium request from Scarlett Hibbs for a property at 106 East Broadway, the former law office of Bruce Reynolds. Hibbs’ application indicates she plans to convert the building back into a home and add additional living area and an attached garage.
The moratorium means that the property’s tax assessment won’t be raised for five years.
In other business, the court:
— received a report from the Northeast Nelson Fire Protection District that the district’s tax rate of 7 cents per $100 of real property will remain unchanged for 2015-16. The district anticipates 2015-16 revenues of $142,340.
— approved putting out a request for bids for replacement HVAC equipment for the Nelson County Jail;
— appointed Richard Nest to the Design Review Board;
— appointed David Avis to the Property Tax Appeals board;
— appointed Terry Scrogham to the Northeast Nelson Fire District board.
— accepted the 2014 tax settlement from the Nelson County Sheriff’s Office.
