Nelson Fiscal Court OKs tax assessment moratorium on Court Square property

Tuesday, Sept. 15, 2015, 11:13 a.m. — Nelson Fiscal Court approved a tax moratorium request from the new owners of the Court Square building that sold at auction on Saturday, Sept. 12.

Talbott Tavern Inc., owned by the Kelley family, purchased the commercial/residential building known formerly as the Oakley Building at 103 West Stephen Foster Ave. for a purchase price of $205,250 which includes a 10 percent buyer’s premium
The moratorium means that the property’s value won’t be reassessed for a period of five years. The moratorium is granted on the condition the owners intends to make a substantial investment to improve the property.
The application states the new owners intend to invest $250,000 in heating and cooling updates and plumbing repairs.
Tax assessment moratoriums are granted by city and county governments to property owners who invest in existing buildings 25 years old or older to renovate, stabilize or repurpose them. An application and additional information may be found on the the Nelson County government website, nelsoncountyky.com.
FARM LAND AUCTION APPROVED. The magistrates approved a motion to conduct an auction for county-owned land that is suitable for farming or pasture land.

According to Landfill Manager Brad Spalding, the county has 92 acres of tillable land in the industrial park, 117 acres at the landfill, and 20 acres on an additional tract known as the Mattingly farm that also includes approximately 50 acres of pasture land.
The court set a minimum of $300 per acre on the landfill and industrial park tillable tracts and no minimum on the Mattingly farm tract.
The bid is for a three-year lease. The auction will take place on Tuesday Oct. 6, 2015.
In other business, the court:
— approved a request from Gregory A. and Stephanie Clayton and JBH Properties LLC to
rezone 13.01 acres on Bloomfield Road south of Royal Oaks lane from A-1 Agriculture District to R-1A Single Family Residential.
— approved a resolution supporting a request for $3,787.86 in Area Development Funds to purchase 12 new leather chairs for the Nelson Fiscal Court meeting room.
— briefly reviewed proposed zoning regulation amendments regarding accessory dwellings and craft distilleries. The court delayed action until its next meeting.
— accepted a report from EMS Director Joe Prewitt that the county’s new four-wheel drive ambulance is current in the paint shop and will be available for use in bad weather.
— received a construction update on the road department’s salt barn, which is scheduled to have its membrane roof added on Monday, Sept. 21. Once completed, the county will move its current stockpile of salt into the new structure and tear down the old salt barn.
— voted to approve $9,4212 to pave Nelsonville Lane and $8600 to pave the section of Glenwood Drive that lies outside the Bardstown city limits.
