Fiscal Court approves industrial park investment for Thai Summit project

Tuesday, March 5, 2016 — Meeting in regular session this morning, Nelson Fiscal awarded a contract to design the needed improvements at the Nelson County Industrial Park to accommodate Thai Summit America Corp., the Howell, Mich.-based company plans to build a metal stamping plant.
The court awarded a $39,000 contract to MSE of Kentucky to design an access road and necessary water and sewer improvements to serve the tract.
SECONDARY ROAD PROGRAM. Representatives from the Elizabethtown office of the Kentucky Department of Transportation told Fiscal Court Tuesday of its Nelson County paving priorities for the next budget year as part of the Rural Secondary Road Program.
The funding comes from motor fuel tax receipts, and is divided among the 120 counties based partly on road miles, population and land area. Once the money is allocated to a county it cannot be transferred.
The state has budgeted $586,000 to spend in Nelson county for routine maintenance, pothole patching, replacing signs, etc.
The state’s top road for resurfacing is KY 84 from the Marion to LaRue County lines for a cost of about $615,000. The road passes through southern Nelson County communities of Howardstown, Stiles.
The state also plans to repave the entire length of KY 332, Old Nazareth Road, from KY 245 to US31E Louisville Road at a cost of about $245,000.
Judge-Executive Dean Watts said he had turned in several roads for state consideration, including both KY332 and KY 84.
The court voted unanimously to accepted the state’s recommendations.
TAX MORATORIUM REQUESTS. The court approved requests for two five-year property tax moratoriums by property owners who plan to make improvements in their properties.
Julie Talbott and Michael Katz’s application indicate they plan to spend up to $400,000 on the historic home at $202 South Third Street.
In an application submitted by Franklin J. Moreno and Dawn R. Moreno, they plan to spend up to $550,000 for costs to improve a Civil War-era farmhouse on a 14-acre tract at 14600 Boston Road near the Rolling Fork River.
The moratorium means that the property will not be re-assessed for tax purposes for a five-year period. The agreement is designed to be an incentive for owners to invest in improvements to their properties.
In other business, the court:
— approved J&G Equipment’s bid of $10,387 for a new Scag Turf Tiger II 35 horsepower 72-inch zero-turn mower. The mower is used for individuals who decided to do court-ordered community service with county government.
— approved a resolution regarding county funding to help pay for the transportation costs of non-public school students. The county is reimbursed most of the costs. Last year the county was reimbursed $235,000, Watts said.
