Bobby Joe Barnes Jr., 35, failure to wear seat belts; no registration plates; improper display of registration plates; failure of owner to maintain required insurance/security; disregarding stop sign; possession of marijuana; no registration receipt; careless driving; possession of drug paraphernalia; possession of controlled substances, first-degree (heroin); possession of controlled substances, third-degree (drug unspecified).
