Council reviews city street repair plans, discusses fire apparatus use

Thursday, Aug. 11, 2016, 5 p.m. — The Bardstown City Council approved a request to close Flaget Avenue between Second and Third streets in support of the fourth annual Bardstown Craft Beer Festival on Saturday, Oct. 15.
At its meeting Tuesday night, the council also gave its approval for designating the festival formally as a sanctioned independent event.
The festival is sponsored Next Gen Nelson County Inc., a local non-profit group.
FIRE TRUCK USE. Councilwoman Kecia Copeland told the council she has been receiving questions from residents who have observed city fire department apparatus at local restaurants and stores.
“There were some concerns about seeing the fire trucks at Krogers, McDonald’s and places like that,” she said. “It’s been a hot topic for a while, and there wasn’t anything going on at Krogers.”
Royalty said the fire department crews travel as a unit in the event they get a fire run.
“They can’t send one guy out and wait for him to return,” he said. “They can’t leave the station without that guy.”
Some firefighters — fire inspector, chief and assistant chief have vehicles assigned to them that they use. The fire crews will alternate which truck they use, he said.
STREET PAVING LIST. City engineer Jessica Filiatreau reviewed with the council the list of streets planned for paving this fiscal year.
The list includes approximately 5.8 miles of streets at a cost of about $550,000.
The largest paving project will be Parkway Drive, which will be resurfaced from the Salt River Electric property all the way to mini warehouses — a distance of about 12,000 feet, or 40 percent of the year’s total paving budget.
Other large sections of street slated for resurfacing include:
– South Fourth St., 2,245 ft;
– Barberry Lane, 1,898 ft;
– Fern Lea Circle, 1,395 ft;
– Wildcat Lane, 1,335 ft;
– Maple Grove Court, 1,323 ft;
– Allison Avenue, 1,130 ft.;
In other business, the council:
— approved amending the municipal order that established the members of the council’s subcommittees to refer to city employee members by job title rather than name. Councilman Francis Lydian requested the change after pointing out the council’s safety committee still lists former chiefs Marlin Howard and Rick McCubbin as members.
— approved a request from Chief Financial Officer Tracy Hudson to discontinue the practice of the CFO personally guaranteeing the administrative department’s City of Bardstown credit card. She recommended the city apply for a municipal credit through Wilson & Muir Bank. She would be responsible for managing access to the card, but it would not affect her personal finances.
— approved a five-year property tax assessment moratorium request from Smith Brothers Distributing for improvements planned for the building at 1207 North Third St.
— reappointed Anne Hamilton to a three-year term on the city’s cable TV programming committee.
— approved a mobile food vendor license request from Uncle Ham’s Barbecue. City Clerk Barbie Bryant noted Uncle Ham’s Barbecue was the first vendor who applied and uses a trailer for vendor rather than a van or truck that operates under its own power. The food vendor ordinance does not require the vehicle be one that is driveable, just that it is mobile, Bryant told the council.
