Fiscal Court approves zoning change, paving requests for Districts 2, 5

Tuesday, June 20, 2017. 4 p.m. — Nelson Fiscal Court voted 4-1 to approve a zoning change involving a request to rezoning 5 acres on Double Springs Road from Agriculture to Industrial.
The request from Marion Bischoff and Trademark Excavating was forwarded from the Planning Commission without a recommendation. The court made its decision after its voted to accept the public hearing testimony as the record on which the magistrates would base their decision.
Magistrate Sam Hutchins made the motion to approve on the basis that years ago, the property had once been the location of a distillery. While the property was never given an industrial zoning classification, the motion made it clear that the prior use was basis to grant the request.
Magistrate Jeff Lear was the single vote against the zoning change. He said he disagreed with the reasoning used to justify the zoning change. He went on to say he felt the use was appropriate for the property.
PAVING LISTS. The court approved paving lists submitted by District 2 Magistrate Sam Hutchins and District 5 Magistrate Jerry Hahn.
In District 2, the roads approved for resurfacing or other repairs include:
– Pottershop Road from Ed Brent to the Mill Creek Bridge, 8,000 linear feet.
– Ed Pile Road, widening 1,890 linear feet of roadway.
– all of Briarcliff Road
– all of Marks Lane
– Poplar Wood, 2440 linear feet.
– all of Cane Run Loop
– Laurel Drive in Maywood, from Maywood Ave. to Morgan Court.
The total cost of District 3 road paving is estimated at $174,201.42.
In District 5, the roads approved for resurfacing or other repairs include:
– Campground Road, nearly 8,000 linear feet.
– Holt Ridge Road from KY 458 to the end
– Murphy Lane, 6,950 linear feet.
The total estimated cost of the District 5 paving is $164.705.
INSURANCE BIDS. The court also approved the county’s liability and worker’s compensation insurance bids for fiscal 2017-18.
Judge-Executive Dean Watts said the bids were a good news/bad news situation, as one bid was higher and the other lower than the current year’s costs.
The worker’s comp bid of $447,963 was lower than the current fiscal year’s cost. The liability premium increased approximately 16 percent to $202,2251. Watts noted that the insurance bid was calculated prior to the recent loss of a landfill trash compactor to fire.
In other business, the court
— approve a bid from Gregory Container for two 20-yard, one 30-yard and two 39-yard roll-off containers at a total cost of $21,095. Due to the recent storms, the demand for roll-off containers has outstripped the county landfill’s supply.
NEXT UP. Nelson Fiscal Court will hold a special meeting at 9 p.m. Tuesday, June 27, 2017. Due to the July 4 holiday falling on Tuesday, the court’s first meeting of July will be moved to Wednesday, July 5.
