Bardstown City Council gives final approval of $53.5 million 2018 budget

Tuesday, June 27, 2017, 10 p.m. — The Bardstown City Council gave final approval of the city’s $53.5 million budget for the new fiscal year starting Saturday, July 1, 2017.

The council gave its initial approval Monday during a special noon meeting. Following Tuesday’s final vote, Mayor Dick Heaton again thanked Chief Financial Officer Tracy Hudson for the work she put in on the budget as Heaton, the council and department heads made final adjustments and tweaks to the budget in the final week.

HISTORIC PRESERVATION ANNIVERSARY. RaShae Jennings, the city’s historic preservation coordinator, showed the council a certificate the city recently received from the National Park Service, Department of the Interior, honoring Bardstown for its dedication to historic preservation and its more than 30 years of involvement in the Certified Local Government program.

Being a CLG demonstrates a community’s commitment to historic preservation, Jennings said. When Bardstown received its certification in 1986, it was the 114th city in the nation to be certified.

“We beat Savannah, Georgia and Charleston, South Carolina,” she said. “I think that attests to what we do here in preservation in Bardstown.”

HRB RECOMMENDATIONS. The council approved the Historic Review Board’s recommendations for Certificates of Appropriateness for the following properties:

COA-17-45. Danny and Theresa Reid, applicants/owners, 114 West Broadway, approved a request to paint the exterior, with conditions.

COA -17-54. Danny and Theresa Reid, applicants/owners, 114 West Broadway, approved a request to replace the roof using approved color shingles.

COA-17-46. Fred and Pat Hagan, applicants/owners, 215. East Flaget, approved a request to build an addition, with conditions.

COA-17-47. St. Vincent de Paul Mission Store, applicant, St. Joseph Proto-Cathedral, owner, 310 North Second Street. Approved a request to replace the second story windows.

COA-17-48. Chelsea Ryan, applicant/owner, 224A North Third St. Approved a request to install a sign.

COA-17-49. David and Heidi Ahern, applicants/owners, 211 West Broadway. Approved a request to replace the roof.

COA-17-50. Todd Allen, applicant, Joe Buckman, owner, 110 North Third St. Approved a request to install a new sign, paint the window trim black, and paint the front door red.

COA-17-51 A. Joe Buckman, applicant, Michael Katz and Julie Talbott, owners, 202 South Third St. Approved a request to install landscaping and a pool, with conditions.

COA-17-51 B. Joe Buckman, applicant, Michael Katz and Julie Talbott, owners, 202 South Third St. Approved a request to install sidewalks and a driveway, with conditions.

COA-17-52. Joe Buckman and Jenny Buckman, applicants/owners, 206 East Broadway. Approved a request to install a new roof, with conditions.

In other business, the council:

— approved a request by Hog Run BBQ for a mobile food vendor permit.

— approved a request to accept proposed water and sewer mains that will serve commercial properties to be developed west of Lincoln Way on an extension of Morton Avenue.

— approved a request by First Baptist Church to close East Brashear between First and Second streets for a block party the church is planning on Saturday, July 15, 2017.

— approved a request by Tri-County United Way to use city streets for its Spirit 5k walk/run that takes place on the Saturday during the Kentucky Bourbon Festival. The race is the first leg of the Tri-County 5k Trifecta that includes the Pokey Pig 5k held during Ham Days in Lebanon and the Sorghum Shuffle 5k held during the Sorghum Festival in Springfield.

NEXT UP: The Bardstown City Council will next meet at 7 p.m. July 11, 2017, following a 6 p.m. hearing involving an appeal of a Historic Review Board decision.
