City Council updates classification plan, approves Buttermilk Days donation

July 25, 2017 –– With the recent personnel changes at City Hall — and plans to add additional staff in various city departments, the Bardstown City Council approved first reading of an update to its classification and compensation plan.

With Mayor Dick Heaton unable to attend, the council appointed former Mayor Bill Sheckles as the presiding officer for the evening’s council meeting.

The changes reflect the combining of duties from some jobs and adding new staff. For example, former HR director Larry Green’s duties will now be part of risk manager Greg Ashworth’s duties. The mayor’s executive assistant will now also serve as assistant to the city clerk.

The changes also create a new position for an additional engineer to assist in managing the current engineering staff workload, and adds an administrative assistant position in parks and recreation.

BUTTERMILK DONATION. The council approved a donation request from the Buttermilk Days Foundation for a $2,000 donation.

The money will be used for security and for parking attendants.

The 23rd annual Buttermilk Days is Aug. 24-26 on South Third Street in the area of St. Monica Catholic Church.

HRB APPOINTMENT. The council approved the appointment of Dr. Josh Blackmon to the Historical Review Board. Blackmon will fill the unexpired term of former HRB chairman Pen Bogert, who recently left the board.

HISTORIC REVIEW BOARD RECOMMENDATIONS. The council approved the following recommendations for the following certificates of appropriateness from the Historic Review Board.

COA-17-55. Vincent and Gia Paolina, applicants/owners, 111 East Broadway. Approved the conditional use of the second home on the property in order to use it as a short-term rental.

COA-17-57. Carey Signs, applicant, Norma Rapier, 458 East Stephen Foster Ave. Approved request for three signs on the property.

COA-17-56. Nancy Stumph, applicant/owner, 116 S. Fifth St. Approved request to replace wood stairs and install handrail.

COA-17-53. Anthony Torres, applicant/owner. 305 S. Fifth St. Approved request to seal the driveway and replace the back door.

COA-17-58. John and Nancy Ballard, applicants/owners, 210 E. Flaget. Approve requests to install a handrail and plant Arborvitae trees.

COA-17-59. John and Nancy Ballard, applicants/owners, 210 E. Flaget. Approve modifications to the carport and add a fireplace.

Councilman David Dones reviews the minutes of the recent electric and cable committee meeting of which he serves as chair.

In other business, the council:

— approved final reading of changes to the Mobile Food Vendor ordinance. The changes expand the zoning classifications where food vendors may locate their mobile units, and add penalties for failing to follow the food vendor ordinance.

— approved a mobile food vendor permit request from Mustard Seed, owned by Desiree Taylor. Taylor told the council her mobile unit will feature down-home style cooking with a seasonal menu of plate lunches. Her first stop will be Buzick Lumber and Home Center.
