City Council approves plans for new Five Star at North Third & Flamingo

The Bardstown City Council approved the design plans for the Newcomb Oil Co.’s new Five Star Food Mart at the corner of North Third Street and Flamingo.

Tuesday, Dec. 26, 2017 — The design plan for the county’s next Five Star Food Mart was approved Tuesday night by the Bardstown City Council.

Councilman Roland Williams reviews documents while the council prepares to vote on the Design Review Board’s recommendation regarding plans for a new Five Star Food Mart at North Third St. and Flamingo Road.

The council reviewed and then approved a Design Review Board recommendation for the 5,000 square-foot Five Star Food Mart the Newcomb Oil Co. plans to build on three tracts of land on the east side of North Third Street between Downs Lane and Flamingo Road.

The store will feature a fuel island for passenger cars and trucks located on the north side of the building and approximately parallel to Flamingo Road. A second fuel island for commercial trucks will be located at the rear of the property.

According to the site plan, there will be access to the store from both Flamingo Road and Downs Lane. Due to the additional traffic the store will generate, the company will be required to widen Flamingo Road to allow adding 100-foot left and right-turn lanes at Flamingo Road’s intersection with North Third Street.

Mayor Dick Heaton said he has pressed state officials for a traffic signal at the intersection due to the promise of increased traffic levels. Traffic will increase, but not enough to meet the need for a signal, he was told. Transportation officials will keep an eye on the traffic changes, he said.

“Its a major change for the area,” he said.

Former Public Works Director Larry Hamilton will return in 2018 in a part-time role to assist the city staff with engineering on several utility projects. Hamilton retired earlier this year.

EX-PUBLIC WORKS DIRECTOR RETURNING IN PT ROLE. Former Public Works Director Larry Hamilton will be bringing his experience and expertise back to city hall and upcoming utility projects with the start of 2018.

Mayor Dick Heaton explained at Tuesday’s council meeting that Hamilton’s institutional knowledge is needed back at city hall to help with the number of utility projects the city needs to tackle this calendar year.

“We have a great amount of work that Larry was already working on” when he retired earlier this year, Heaton explained.

Jeff Mills, the city’s electrical engineer, plans to retire Feb. 1, 2018, and with him goes significant knowledge of the city’s electrical and cable TV/internet system, Heaton said.

Hamilton will be an asset for both engineering and utility work, he said. With all the changes at City Hall, the majority of the city’s department heads have less than seven years of experience.

The council approved first reading of a new part-time engineering position that will be added to city’s list of approved job descriptions and pay ranges. The final approval of the part-time engineering position will take place at the council’s next meeting, 7 p.m. Jan. 9, 2018 in the council chambers in the City Hall annex at the Rec Center on Xavier Drive.

HRB RECOMMENDATIONS. The council approved two recommendations from the Historic Review Board for certificates of appropriateness for the following applications:

COA-17-97. Amy Harmon, applicant, owner, Sandra Mayer, approved a request for signage at 100 West Flaget Ave.

COA-17-98. Shannon Hoerter, applicant/owner, Federal Hill Capital Management LLC. Approval to install signage at 129 North 3rd Street.

In other action, the council:

— approved a five-year property tax assessment moratorium for property owned by Darrell Hawkins at 214 East Flaget Ave.

— appointed Todd Johnson to a three-year term on the Design Review Board.
