City committee reviews bids, timing of water disinfection conversion project

Thursday, Jan. 18, 2018 — The city’s plans to change the disinfection method it uses to treat its drinking water will be ready to enter the construction phase once the bid is awarded at next week’s Bardstown City Council meeting.

City Engineer Jessica Filiatreau told the council’s water and wastewater committee Wednesday that Judy Construction Co. of Cynthiana submitted the winning bid of $881,500 to install the necessary equipment to convert the city’s water plant from chlorine disinfection to chloramine.

Filiatreau explained that the conversion means the addition of ammonia to the treatment process. The disinfection process will still use chlorine, but an additional step will introduce ammonia to the chlorine-treated water.

The chloramine conversion is intended to avoid the problem of disinfection byproducts that are formed in drinking water treated only with chlorine.

As the chlorine-treated drinking water ages, these organic byproducts appear. Chloramine disinfection lasts much longer than disinfection with chlorine alone, which will improve water quality throughout the county and for the city’s wholesale water customers.

The new treatment process also makes the city’s water compatible with water treated by the Louisville Water Co., which supplies water to portions of the North Nelson Water District.

The city council will vote to accept Judy Construction Co.’s bid at its meeting 7 p.m. Jan. 23, 2018.

The conversion process should be completed by this fall, Filiatreau said.
