City council approves changes requested for new Louisville Road Five Star

Tuesday, Feb. 27, 2018 — The Bardstown City Council approved a plan by Newcomb Oil to provide the necessary property to widen Downs Lane to 26 feet to give sufficient access to the new Five Star Food Mart that will be built at the corner of North Third and Flamingo.

According to City Civil Engineer Jessica Filiatreau, Newcomb will provide six feet of property they own in order to widen the street. The Five Star will have a diesel fuel island near the rear of the property, and Downs Lane will serve as an access point to the property.

Due to the expected increase in traffic, a left-turn lane will be added to Flamingo Road’s intersection with North Third.

GARBAGE SERVICE RULES REFINED. The council approved changes to the ordinance governing the city’s garbage and bulky item pickup service.

The changes set the maximum weight of a garbage can at 40 pounds. For residents with large trash cans, all garbage in the cans must be bagged.

The ordinance clarifies that the city’s bulky item pickup is intended for the occasional need by residents who need something large hauled away — it is not intended for removing unwanted furniture or household items from a renter who has moved or removed via an eviction.

DRAINAGE CONTROL FEES. The council approved an update to the city’s drainage control ordinance that provides the first substantial fee schedule update since 1991.

As the city has grown, the number of inspections required has grown over the years, Filiatreau explained. The goal of the change is simply to compensate the city engineering staff for the additional work involved in issuing and following up on permits.

“We’ve been absorbing a lot of these costs over the years,” she explained.

In other business, the council:

— tabled a request by the Bluegrass Christian Academy for permission to conduct a 5k/10k walk/run fundraiser on Parkway Drive April 21st. Bardstown Police Chief Kim Kraeszig told the council she wanted to talk to the group regarding concerns about having adequate traffic control for an event on the industrial park’s primary access road.

— approved a list of chemical vendors whose bids have been accepted as providers for the wastewater and water treatment plants.

— approved an update to the city cemetery monument regulations to establish that monument permits are valid for a two-week period. If the monument is not installed in the two-week period, another permit will be required.

— approved a revision to the city’s municipal order on council committees to change engineering titles to reflect changes in the city’s engineering department.

— approved appointing Paul McCoy to a three-year term on the Bardstown-Nelson County Tourist Commission.
