Bulky item pickup starts Monday; court discusses Art Gallery photo op request

Tuesday Feb. 19, 2019 — Nelson Fiscal Court heard a report from the landfill that the county is preparing for Bulky Item pickup, which begins Monday, Feb. 25, 2019.

The first section for the pickup will include all areas east of US31E north of Bardstown, and all areas east of KY 49, the Loretto Road, south of Bardstown.

The eastern half of the county has been the first area for the pickup for several years, Judge Executive Dean Watts explained.

Magistrate Gary Coulter asked Watts about going back to rotating the order of the areas where the pickup takes place.

The eastern part of the county — which includes Coulter’s district, District 2 — has been the first area picked up for bulky item pickup, and that creates problems for some of his constituents. Due to snow and rain that often happens in late February, it can make it difficult for residents to get bulky items out to the right-of-way in front of their homes.

Coulter said rotating the pickup areas would give residents a chance to haul their items out in a time frame where better weather conditions are more likely.

Watts and other members of fiscal court thought the idea had merit for a future pickup, however, the 2019 bulky item pickup schedule is set and will not change.

WICKLAND BRICK WORK. Fiscal Court approved a bid of $14,500 by Tom’s Masonry to remove and replace the four brick columns on the Wickland estate. The columns at the entrance to the property have suffered from water damage and are disrepair.

The magistrates discussed an extra-cost option of placing concrete cap on top of the pillars. The cap would not be original, but would serve to keep water from getting into the brickwork and creating future damage.

Fiscal Court approved the extra $4,000 for the caps, but only if the addition is approved by the Kentucky Heritage Council.

ART GALLERY PHOTO OP. The court reviewed a request by the Fine Arts Bardstown Society (FABS) for a mural / sign that would give visitors an place to take a photo or a selfie.

The court was provided with photo illustrations of the word “Bardstown” spelled with letters that would showcase the work of local artists.

The sign would be placed on the south side of the building, the side facing West Stephen Foster Avenue and the Talbott Tavern across the street.

The magistrates briefly discussed it before Watts suggested the court ask the FABS group for a presentation on the proposal at a future meeting.

In other business, the court —

— approved a non-exclusive cable TV franchise agreement with the City of Bardstown. The new agreement replaces on that has expired.

— accepted a budget report from the Bardstown-Nelson County Human Rights Commission. The commission is funded by appropriations of $1,500 each from the City of Bardstown and county government. The organization is expecting 2019-20 expenses of $7,400, which will use carryover funds from previous years as well as the city and county 2019 appropriations.

— approved appointing Pat Hagan to the Nelson County Public Library board of trustees.

— approved the appointment of James Nelson to the Bardstown-Nelson County Air Board.

— approved a bid of $122,026 by Kentucky Truck Sales for a new Freightliner tandem dump truck for the road department. The dump truck the new one will replace will be taken by the landfill for hauling fill dirt around the landfill property.

— the court approved second and final reading of an ordinance authorizing the Nelson County Sheriff to collect fire dues in the county.
