Council votes give green light to credit union’s plans for new bank building

Wednesday, Aug. 24, 2011 12:01 a.m. – The Bardstown City Council agenda Tuesday included items that will pave the way for Fort Knox Federal Credit Union’s plan to build a 4,270 square-foot bank on the corner of West John Rowan Boulevard and Kelly Drive, adjacent to Franklin Family Chevrolet Buick.
The council first voted to approve the city providing sewer services to a tract of land that its owner, Mitsuba of Bardstown, seeks to subdivide. Fort Knox Federal Credit Union is interested in purchasing from Mitsuba a 1 ½-acre tract at the corner of Kelly Drive and West John Rowan for a bank it plans to build.
The tract currently does not have access to sewer service, explained city engineer Jessica Filiatreau. Mitsuba’s request was to provide sewer service if a sewer line is extended to the property, she said, noting that Mitsuba could not sell the tract without access to water and sewer service.
There is no plan right now to develop the rest of the Mitsuba property, she said, but the city engineering staff would make sure that the sewer line serving the smaller tract would be placed so it could also serve future development in the area.
After discussion about how developing that property might impact the Withrow Creek watershed, the council voted unanimously to provide sewer service to the tract if a sewer line was built to serve it.
The council also approved the Development Review Board recommendations regarding the proposed building Fort Knox Federal Credit Union wants to build on the property. Councilmen Roland Williams and Tommy Reed recused themselves from the discussion and vote due to their financial relationships with the credit union.
